Steps to create SNTC account

I have tried to create SNTC account for our company, we have a valid contract and SN that belongs to the contract mentioned but we got reject access from a representative after registering in the following link 

https://www.cisco.com/web/smartservices/sntc.html

Can someone help me to create the SNTC account to have the collector for my company?
What kind of contract do we need to be able to create that account?

Please private message me with Serial number and contract that you have used to register. As well, private message me the rejection reason that have been given.

Could you please provide CCOID being used as well exact company name via private message?

If you are from the partner company and trying to get customer SNTC portal access as CBR user, please confirm on that as well.
