Just to clarify, do you mean Cisco's general OnSite Premium Services, or the UCS specific OSPT contract?
In general, the answer is yes, the Field Engineer working with the VISE or TAC engineer work to restore the device to a working condition that the customer can access the device.
This will not always be 100% restored as there may be TACACS or other security commands the remote customer's NOC has to finish restoring.
