CSAM - Cannot Issue Assignment Access.

Hello,

 

I have a customer who can select their staff at the User-Role Assignments, but they are running into a problem after finding and selecting the individual user, there are no available service roles to distribute to the user to help assist in managing the Total Care Portal. 

 

How would I best proceed to resolve this?
