Issues with Booting C3945

We took a power surge.  I tried to get our C3945 back online.  It kept rebooting over and over again.  It did not seem to be able to read the IOS file.

I formatted the memory and copied the IOS from the external thumb drive to the flash memory (yes, the thumb drive was formatted in FAT32 before we copied the IOS onto it).  Nevertheless, the C3945 keeps rebooting.

Here is what I am getting each time it reboots:

System Bootstrap, Version 15.1(1r)T5, RELEASE SOFTWARE (fc1)
Technical Support: http://www.cisco.com/techsupport
Copyright (c) 2012 by cisco Systems, Inc.

Total memory size = 2048 MB - DIMM0 = 1024 MB, DIMM1 = 1024 MB
CISCO3945-CHASSIS with C3900-SPE250/K9 with 2097152 Kbytes of main memory
Main memory is configured to 72/72(dimm 0/1) bit mode with ECC enabled

Readonly ROMMON initialized
Final autoboot attempt from default boot devices...
File system not supported.
boot: cannot determine first file name on device "flash0:"
autoboot: boot failed(boot flash0:), restarting...

It keeps doing that over and over again.

I am able to boot the router off of our external thumb drive.  However (once I get to the IOS prompt and enter 'service-module g0/24 sesssion'), I get the following:

Router#service-module g4/0 session
Trying 192.168.239.1, 2258 ...
% Connection refused by remote host

Router#

So I am not able to get back into the service-module to configure the [24] ports.

I've spoken to several people who have Cisco experience.  None of them have ever seen this before.

      Any ideas?

Sounds like someone has removed the CF in slot 0 or, perhaps, moved the CF into slot 1?

Spoiler
I see that I never posted what the resolution was on this issue.

Turns out that the flash drive was corrupted.

To solve it, the flash drive had to be formatted as FAT32 and the IOS copied onto it.

Once we did that, everything was normal again.

Just as a side note, when it comes to the 2900/3900 Series IOS upgrade/booting always ensure that you are booting the correct image for device exp. c3900e-universalk9 for CISCO3925E-SEC/K9 and c3900-universalk9 for CISCO3925  - non-E

Hpw do I get out out of rommon mode??
