3650 Boot Problem

When i trying to boot my cisco 3650 IOS (CAT3K_CAA-HBOOT-M) Version 1.2

The switch send me this message:

Could you remove the stack cables and try to boot?

The switch actually no have any stack cable installing.

I have same problem . here is the log:

whereas the stack cable was installed

does the adapter / cable was broken?

do any one know fix for this problem?

the switch is not in stack setup and no stack cabel are in

I'm also having the same problem with 3650s running 16.3(8) code.  Then again, half my switch stacks are working perfectly and half are not.  I'm only running two models of switch and can't find any discernible pattern to why some work and some don't.  Here's the full error from my boot loop:
