3650 memory leak and cpu core 1,3 99% problem

hello

The following log occurs on the 3650 switch.

%PLATFORM-3-ELEMENT_CRITICAL:Switch 1 R0/0: smand: 1/RP/0: Used Memory value 96% exceeds critical level 95%

This appears to be the same bug as https://bst.cisco.com/bugsearch/bug/CSCvd45973?rfs=qvlogin.

However, apart from the memory leak, the cpu utilization output is as follows:
The upper half of each core is different. Could this be seen as a problem phenomenon? Could this have something to do with the memory leak?

Occasionally Core 0 will spike above 8-90%.

Please help.

sh version
sh platform resources
sh platform software status conn brief
sh process cpu sort location switch active r0
