Got a strange one here.
I've got a WS-C3650-24PD with two Cisco SFP-10GB-SR transceivers installed in TE1/1/3 and TE1/1/4.
The transceiver in TE1/1/4 powers up and is correctly recognized. The one in TE/1/1/3 does not.
I've tried switching their positions, and both transceivers work fine in TE1/1/4. Neither one is recognized in TE1/1/3.
I don't even get any logging showing that the switch is recognizing that a transceiver is being inserted in that slot.
I'm updated to the recommended software, which is 16.12.05b. I've even tried using the unsupported transceiver commands with no luck.
Is there anything else to do? Do I just have a dead slot?

it has 2 Gig and 2 SFP+ port, Do you have any 1Gig port used ?
can you post show interface status (more looking uplink ports)

Can you plug the SFP in to Te 1/1/3 and post below output :
show interface ten 1/1/3
show interface ten 1/1/3 trans
show logg
show run interface ten 1/1/3
show run interface ten 1/1/4

The show int for te1/1/3 is with the SFP inserted.
As I mentioned, the switch doesn't log any activity when I insert or remove the SFP in that slot.

as per the output the port does now show any SFP in it, either port might have gone bad.
show idprom interface ten 1/1/3 details and 1/1/4 ( see the difference)
show diagnostic switch 1 detail ( see any F)

Yes, I'm afraid its probably the slot. show idprom int te1/1/3 just returns with no output. show idprom int te1/1/4 has the expected output showing the SPF info.

show diagnostic switch 1 detail
You may see the port Failed to pass the test.
if this new then TAC case for replacement.

- Connect to the 3650 with : https://cway.cisco.com/cli/ , through SSH , at the top left or run or press System Diagnostics.

This switch is in production so I can't take the downtime to do the full diagnostics now. I'll have to schedule an outage.
I'm going to assume that this is a dead slot, and look at getting a replacement switch, its going out of support this October so it's a good reason to upgrade now anyway.

- The mentioned procedure (using CLI Analyzer) is not disruptive.

- Try freezing speed of the particular port to 10g

Setting the speed to 10000 and doing shut/no shut didn't work. The switch still doesn't see the SFP.
