3650FQM IOSXEBOOT-4-ABORT: (rp/0): Package provisioning file {/tmp/packages.conf} does not exist

Hey Cisco community!

I ran in to a problem when trying to downgrade the software on our new Cisco 3650-48FQM access-switch. The switch is delivered with Denali 16.03.X and we don't want to use that software at this stage. 

I tried to install the following software instead

cat3k_caa-universalk9.SPA.03.06.06.E.152-2.E6.bin

I used the following command retrieved from the Denali release notes

request platform software package install switch all file flash:cat3k_caa-universalk9.SPA.03.06.06.E.152-2.E6.bin
According to the install process all went well and the installation/downgrade is successful.
However, when i reload the switch it get the following error message and the switch just keeps rebooting in a loop

I also tried with a emergency-install but got the same problem
switch: emergency-install usbflash0:cat3k_caa-universalk9.SPA.03.06.06.E.152-2.E6.bin
The bootflash will be erased during install operation, continue (y/n)?y

Finally I accepted defeat and restored the switch to Denali with emergency-install procedure. 

Does anyone know why I can't seem to run the 15.X software on 3650-48FQM? I was certain that all the 3650-versions could run the same codebase  . All 3650-versions have the same hardware components apart from different port density and power supplies. I have had no issues running both 15.X and 16.X on 3650 and 3850-switches earlier. 

I really hope someone can point me in the right direction

Thanks for the fast reply, i had a feeling but wanted to be sure and now I am.

To bad the Denali software feels way to buggy the be deployed in production. We can't use it with our configuration since we ran in to UDLD issues.
