3850 flash error

I have a 3850 that cannot seem to boot up. I tried booting from USB. I tried booting with SWITCH_IGNORE_STARTUP_CFG. It gets stuck every time with the error below when it tries to launch linux kernel. I believe one problem is that the flash is full but I don't seem to have permission to delete any files. What I remember from Linux, -rw means it is a file that I should be able to read or write. This switch is just stuck with the error below and I can't seem to affect anything.

Hello

Try the following and see if it boots

boot flash:packages.conf 

if successful then change boot variable on the switch to point to that file and save changes

no boot system

boot system flash:packages.conf
