3850 Priority anomaly

Hi

I setup a 4 stack 3850 running 03.06.05E and hard set priority 15 on the 1st one. As I add each 3850, I would come up as a member and then I would manually set priority respectively as 13 and 11. On the 4th member, it joined as priority 1 default but took over as master active and thereby wipe out my configs from the original active master(priority 15)  to a vanilla default. Why did a priority 1 take over as active master and understandably wipe out my original master configs? Thanks
