I have a 6500 Sup720 I looking for a best practice for configuration of 1p3q4t queues

There is no best practice as such because it all depends on your QOS requirements within your network. Obviously the priority queue is usually used for VOIP if you are using that within your LAN.

Other than that it is entirely up to you how you classify and queue the traffic on each linecard. Be aware that QOS is handled by the PFC on the 6500 so when you apply a QOS policy to an individual port on a line card that QOS policy is applied to all ports within the same port group as the individual port.
