9300 IP PIM issues

having issue with IP PIM rP-address, it keeps defaulting to the local when I need it to use the exteranl. command is written 

ip pim rp-address x.x.x.x EXTERNAL_MULTICAST override
ip pim rp-address x.x.x.x LOCAL_MULTICAST override

is the x.x.x.x is the same address? What is your ACL Look like?

no two different address as it goes to two different IPs.

running the latest software 17.3.6
