Can someone please help me understand what a choke router is?

It's the most external router of a series of routers and / or firewalls; the initial entry point of the boundary into your network.
The "choke" part is old terminology that stuck.
It handles the initial rough filtering / inspection and conditions the externally-originating traffic for the next stage of filter / inspection / DMZ routing, etc.
