Have been given a network where one of the subnets is 27.0.0.0/8. However many of the servers that I want to control access to have addresses of 27.200.1.x. Even though the subnet has an 8 bit mask can I write an access list line
permit ip any 27.200.1.0 0.0.0.255 eq 80

Yes you can create an access list using a smaller subnet or wildcard mask. Even though you have class A address space you can create access lists for smaller segments of address space. The ACL should work fine for you.
