area range command for route summarization

Is "area X range" command applicable for summarizing intra-area routes of non-backbone as well as backbone area? ie, using this command, can summarized routes be sent from non-backbone to backbone and vice versa?

Yes, You should be able to do it.

This is one way of stopping OSPF Loopback interfaces from appearing as a /32 host route.
