Hi Amr,
128 is correct choice here. This is because this is an extented access-list (since both source and destination address are used), and the range for extented access-list is from 100–199. Out if the given option only 128 will fit for an extented accesss-list.
Please see the range for ACL for your reference.
Type | Range |
IP Standard | 1–99 |
IP Extended | 100–199 |
IP Standard Expanded Range | 1300–1999 |
IP Extended Expanded Range | 2000–2699 |

When you need to user port/ destination and source based filtering using ACL you need to use extended ACL.
