banner motd problem

Hello, I need to ensure that a banner displays when a user logs in using either SSH v1 or v2.

In order to do this, do I need to create both a 'banner motd' and also a 'banner login', so I have two banners in my config ?

I ask this because with a banner motd, it does not show up if a user logs in with SSH v1.

Hi,

I have done some testing myself re the banners states and login methods.
I also see in google that others agree with the following findings:-

Banner       Telnet                                SSHv1                          SSHv2
motd           Displayed before login      Displayed after login    Displayed after login
login           Displayed before login      Not displayed               Displayed before login
exec           Displayed after login         Displayed after login     Displayed after login
