I've seen banners on switches and routers that flash, some that are different colors, and bold text. Does anyone know how to do this or a link that can describe it?

Not quite. That looks like something for online stuff. I'm talking about CLI on the switch or router.

Never seen any banners which would flash nor in different colors.
Let me know if you get any information on how to do this.

It depends on terminal type configured on your client terminal programm and router configuration (8-bits support). Some "reciepes" can be found (surprise!) in google, however it's strongly rely on terminal type and may look weird or destroy the output completely if a banner was configured for one type of terminal and the client is using another one to access the router.
