Build 9300 stack

I want to build a 9300 stack. I currently have a single switch online with the following:

I want to upgrade the above switch to match the code of the switch below and make them a stack:

My question is can I upgrade the switch at 16.8.1a to 16.9.4 and make them a stack?

yes you upgrade the switch from 16.8.X  to 16.9.4

that is one of the stacking requirement, all the models should support, and should be the same IOS Version.
