You need to RBAC for that user, what level acces the user is ?  it required admin priv 15 to get all access.

based on the screenshot - you need to conduct couple of test.

TFTP :

1. make sure you able to reach TFTP Server

2. what kind of TFTP Server is this (if it is installed on windows, check any windows Frewwall enabled)

3. for testing before you copy file, copy your running config to tftp server and check is this work.

4. then copy from TFTP to flash ( make sure your image is in TFTP root folder to copy)

USB copy :

copy usbflash0: flash:

 - Besides other reply also check logs of the tftp server, if nothing is seen it means the switch is not reaching the tftp server.

Hello,

check the security settings configured on your TFTP server. In e.g. tftpd32, 'Standard' is the default. Set that to 'None'.

Same kind of problem on a 9200L with the same version, too.
