I've seen this many times but this time is behaving differently: not configuring a default-gw on a switch. This time the command is there. I can mange the switch from the directly-connected core switch but it doesn't ping-reply. It also can't find the Internet. A SVI on the core is the default-gw for the switch. I've attached some show commands from both units:
cdp nei
ip int brief
ip route
One of the trunk uplinks is blocked but that's ok: 10G is enough.

You only need the ip-default-gateway command.
ip default-gateway 192.168.30.1
you do not need the ip route command (below):
ip route 0.0.0.0 0.0.0.0 10.0.0.3
you can simple delete it
no ip route 0.0.0.0 0.0.0.0 10.0.0.3
Also, from the access switch, can you ping the core switch IP, which is 192.168.3.1?
from the core switch, can you ping the access switch IP (192.168.30.3)?
