C9300 Not able to get into ROMMON

Hello all, 

I am trying to get into ROMMON on a C9300 switch. I was attempting to get the switch on our Meraki dashboard and missed a step during the configuration/onboarding and would need to start the process over. I have followed the steps as indicated on similar post (https://community.cisco.com/t5/switching/unable-to-factory-reset-cisco-9300l-switch-to-default-settings/td-p/5101474) but I am still not able to get into ROMMON. I don't get the (interrupted) and the switch continues to boot into packages.conf. Any suggestions?

Power down the switch. 

Connect the power. 

Watch the System LED (upper left-hand corner).  When the LED starts blinking, press the Mode button in quick succession three times.

I will give that a try and report back.

still booting to flash:packages.conf. Im feeling as if the switch is bricked I read a document on the Meraki page:
https://documentation.meraki.com/MS/MS_Installation_Guides/Catalyst_9300-M_Series_Installation_Guide#:~:text=functional%20power%20supplies-,Factory%20Reset%20Button,to%20its%20original%20factory%20settings.

To perform a factory reset, keep the mode button pressed for 21 seconds or more. Release the button when you see the LED lights stop flashing. The switch will reboot and revert to its original factory settings.

 

I followed those steps and the switch rebooted but came back online running the Meraki CAT code.
