C9500 - TIMEOUT: CONN_ERR_CONN_TIMEOUT_ERR

I have two 9500's in virtual stackwise setup. Stackwise links are twe1/0/27 and 28. When I plug the 40Gb cable into 1/0/27 on switch 1, I get the following errors from console:

When I take the cable out, I still have my stackwise up on 1/0/28. I've tried multiple 40Gb cables. I'm reading there was a bug regarding incorrect mac add setup in rommon (https://bst.cisco.com/bugsearch/bug/CSCvj43609?rfs=qvred), however, a show romvar shows the following mac add setup:

MLN-9500-CORE#sh romvar
Switch 1
ROMMON variables:
SWITCH_NUMBER="1"
MAC_ADDR="48:80:02:20:50:60"

I'm running version 17.09.05 which is the current gold star version and the above bug should have been resolved in previous versions to this one.

Any help on this is greatly appreciated!
