When trying to configure a service policy on a VLAN interface it comes back with
Switch(config-if)#service-policy input TEST
Master SVI send all failed for interface Vlan310, cmd = 38
Service Policy attachment failed
Switch(config-if)#
Switch is a 3750 stack IOS 12.2(25)SEB4
I can apply policy to other layer 3 interfaces with no problems.

Make sure SDM PREFER ROUTING is enabled and then reload the switch.See if it works out.Refer the following URL

Paul,
service-policy is allowed only on physical interfaces but not in virtual interfaces.

Hi Paul,
The following are the links helps while configuring the policies for 3750.
Policing and policy-maps are only supported on ingress for the 3750. After you configure
the policy map and policing actions, attach the policy to an ingress port by using the
service-policy interface configuration command
