I have two Catalyst 6500 boxes (in VSS) with SUP720-10G, second (standby) one won't boot up after power failure.

I think that is a very bad sign. I hope you have a Cisco support contract. I would open a case and request an RMA.

Are you able to collect the crash file it generated should be in flash somewhere , this is vital to TAC to see whether it was triggered by software or hardware
