Catalyst 9500: Can't ping or tftp from laptop with GLC-T SFP

It's a simple configuration I've done dozens of times:  I create a VLAN, give it an IP address, then configure the laptop with an IP in that range and assign the SFP port to that VLAN and plug the laptop in. The port shows up-up and the VLAN then comes up but I can't ping the laptop from the switch or vice versa, and nothing ever shows up in the mac address table either.

It's not the laptop because if I use the management port (Gig 0/0)  instead and give it an IP address and configure Gig0/0 as the tftp source-interface, it works.

The GLC-T is supposed to be compatible with the switch (a 9500 48YC and a 9500 40X I believe). I am pretty sure I have tried different SFP's of the same type as well with the same result

I am new to 9500's and IOS XE 16.11, is there something I've missed / overlooked?

Please share switch port status and inventory output from the switch.

status was up/up and it did not appear to have an issue recognizing the SPF, I'll have to get the output from show inventory later

I got the same thing @ initial setup of 9500-16X management Gig0/0 interface.

More symptoms - Mgmt Gig0/0 doesn't show MAC table but CDP does show L2 connected.

we need help from Cisco TAC !!!

I used a GLC-T in a 40x - but it was running 16.9 if that makes a difference. Didn't test ping or tftp specifically - was using it as a span destination port.
