Hi,
You are missing some commands under telephony-service. You need the ip source-address X.X.X.X port 2000.
Have a look at the following doc:
http://www.cisco.com/c/en/us/support/docs/voice/h323/25100-config-troubleshoot-its.html
Thanks
John

hi,
Have you configure a phone for you ip communicator?
e.g.
ephone 1
mac-address HHHH.HHHH.HHHH
type cipc
button 1:1
Thanks
John

yes, but this CIPC it's on a different subnet that it's the 7911.
thanks

can you ping CIPC from the router? Have you checked that Windows firewall is not blocking CIPC traffic?
Thanks
John
