Have a Cisco 4221 router with two NIM ES2-8 Switch modules and need help setting up the router so that I can pass data from one NIM ES2-8 Switch module port to the second NIM ES2-8 switch module ports.

Hi
Your question is unclear. What to mean by passing traffic between NIM. If they a installed preperly, you should see the ports and use it acordingly.

Currently the NIM 1 ES2-8 Module and the NIM 2 ES2-8 Module can Ping or pass data with in the 8 ports of each module but cannot ping or pass data between the two NIMs. Example (if PC is connected to NIM 1 ES2-8 module port 2 and another PC is connected to NIM 2 ES2-8 module port 2, the PCs cannot ping each other. they can only see equipment that is connected on the same NIM module.).

Switch module act as layer 2, if they belong to Layer 2 they able to connect each other, if they are different VLAN, you need to have router having ip routing
check the below guide :
post show run and explain what port devices conencted what is the IP address of each device to understand the issue.

Maybe a bug or version requirement to get full access to the MGF. The 4221 needs at least 16.4(1). The layer 2 NIMs each share a 1gbps channel to the the fabric and the two NIMs should act as a single L2 domain.
