Here is the result of 'show version' on a production switch:

License Information for 'WS-X45-SUP8-E'
License Level: ipbase   Type: Permanent Right-To-Use
    Next reboot license Level: ipbase

Here is the result of 'show version' on a cisco 4510 that I am getting ready to put into production:

License Information for 'WS-X45-SUP8-E'
License Level: ipbase   Type: Default. No valid license found.
    Next reboot license Level: ipbase

The 2 switches were purchased at the same time.  Anyone have an idea what I missed?  TIA

Try update IOS to more recent. Ipbase is a basicly default license on cisco's device.

try:

license boot level ipbase

you would need to save and then reboot after this command.
