I have Cisco 4510. After global power error this device try to boot:

This is loop booting. switch didn't responsible to Ctrl Break combination and still try to boot in loop.
How I can get ROMMON menu? No record "press Ctrl C"

- Try pressing Ctrl-C after the Autobooting... , line. Your config-register setting is also weird. Check this document :

This is why it's looping.
Change it to 0x2102.
