Hello,
This message is reported by GOLD - General OnLine Diagnostic feature.
GOLD perodically gets fabric status of all fabric-enabled modules. When the CPU has something (important/higher priority) to do, it skips the test.

Hello,
sh processes cpu | exclude 0.00% 0.00% 0.00%
CPU utilization for five seconds: 39%/29% <<==
Total CPU usage is 39% - 10% due to processes and 29% due to interrupts.
I guess, some traffic may be getting software-cef switched.
Please review following documents and see if it helps.

Hello,
"sh cef not-cef-switched" has not been very useful. Please do "sh ip cef switching statistics feature" few times, and you should be able to identify the feature that may be sending traffic for software-cef switching.
