Cisco 9407R stucks at         --- System Configuration Dialog ---  Would you like to enter the initial configuration dialog? [yes/no] 

switch is not connected to anything other than console. Restarted many times but it stucks at same spot.

What client you using for the Console ( Putty or Secure CRT)

Check the Console connection make sure flowcontrol none ( putty by default set to different).
