Cisco C3750X-48P LICENSE upgrade question.

We have a stack of three

Switch# Role Mac Address Priority Version State
----------------------------------------------------------
*1 Master 1005.ca98.6300 15 1 Ready
2 Member 6412.25ae.1900 14 1 Ready
3 Member 88f0.3112.7300 13 1 Ready

currently It has ipbase license 

We are planning to upgrade all three switches to ipservices.

I got the liscence and installed it using

license install flash:XXXXX.lic

then i applied to all switch

licence boot level ipservices switch 1

licence boot level ipservices switch 2

licence boot level ipservices switch 3

BUT, i only see 

Next reload license Level: ipservices ON SWITCH1

SWITCH 2 and SWITCH3 still shows

Next reboot licensing Level     : ipbase

ANY idea why upgrade is not applying to switch 2 and switch three?

I believe 3750-X licensing installation is tied to a particular device, i.e. not all devices in a stack.

However, I also believe, legally you can run the stack with IP Services (if stack master has it) even if only one stack member has a valid IP Services license.  Of course, without at least one other stack member with the IP Services license, if the stack master fails (the feature set goes with it).
