Comcast Business Class traffic throttling

Does anyone here have any experience with Comcast Business Class throttling traffic?

I have spent 25 hours troubleshooting poor performance of a site-to-site VPN tunnel with Cisco, only to conclude that this has to be the ISP

http traffic is fine (60mbs+ downloads). ANYTHING else: FTP, RTP, VPN protocols, etc. is throttled down 90%+ outside and inside the tunnel. I haven't seen throughput over 3.2mbs for any traffic type inside the tunnel, through remote access VPN, or even direct to Internet (testing file downloads from 3rd party sites show 300kbs transfer rates or lower).

Has anyone seen this?
