Hello Jerry,
try and reset the switch to factory defaults by pressing the Mode button for 10 seconds, which causes the switch ro reboot. When it boots, observe the LEDs, do they actually light up ?
You can also issue the exec command ´show post´ to check for any errors encountered during the self test. In this context, you might want to check the document below:

Hello Jerry,
what are you connecting to that port (13) ? I know that with e.g. some 10/100/1000 NICs, the switchport won´t come up unless you set it to fixed 100MB Full Duplex...
Check this document, it might apply to your specific situation:

100 mb nics have a total of 14 attached to the switch all of them the same and port 13 is the only one not working and double check the cables

Hello Jerry,
try and put the port in loopback state with the interface command ´loopback´ and see if it comes up.
Also, check for any errors with the command ´show ethernet-controllers interface FastEthernet0/13´...

GP
