I have a WS-C3650-48PD that was needing to swapped out due to some ports not working. However when I swap it out with an identical switch (granted its on an older software) DHCP does not work for any of my clients connecting to the switch.
The only major changes would be that instead of EIGRP we used static routing instead because the replacement switch does not have the right licensing. When we swap the switches SSH works fine. I can access the switch remotely and all of the vlans can ping the dhcp server. Helper addresses are in place. However none of the vlans have DHCP working.

For testing sake we have not removed the access-group. Since the DHCP is not working for vlan 96 I am not sure if this would fix the issue, but we could give it a try!
Attached is the routing config on the remote router. This is how traffic goes back to the switch. I attached its running config above earlier. It's strange because I swap everything over infrastructure wise and I can remotely ssh to the new switch fine, but DHCP, CAPWAP, and desk phone registration won't work.

Static routes are also correct. Also, are these static routes being distributed into whatever protocol is being used between the remote router and the HQ router?

Yes, on the remote router I have these static routes when I do a show ip route. Note that it's know via .226 the ip address of the switch's interface.
S 10.117.7.0/26 [1/0] via 10.117.7.226
S 10.117.7.64/26 [1/0] via 10.117.7.226
S 10.117.7.128/26 [1/0] via 10.117.7.226
