Do eBGP Neighbors need to be in the same subnet?

Not necessarily, however they usually are.  eBGP peerings are usually configured between directly connected peers.  You can override the default behaviour by using eBGP multihop.  You obviously need to cater for how the two peers can reach each other though if they are not directly connected and its a security hole that should be plugged by specifying the expected & transmitted TTL (although that's not infallible).

No..If is directly connected interface then it should be in same subnet..but it is loopback to loopback or other interface BGP peer you can use BGP multiple hop. This can be EBGP peering over different subnet IP.

Bgp just cares reachibility. You must've a static route to peer at least. eBgp also needs multihop to incremant TTL 1 security feature
