Factory default c9600 via rommon mode

After enable SVL mode one of my C9600 stuck into RPR Mode: Remote supervisor is already active

I tried to insert command 

SWITCH_IGNORE_STARTUP_CFG=1

but it did't help

rommon 1 >SWITCH_IGNORE_STARTUP_CFG=1
rommon 2 >boot

i am trying to understand the problem - is this issue when you building the SVL ? working SVL Failing

i am sure you followed SVL requirement -

hardware should be same

save IOS code

same License code.

as i asked what version of code and model having this issue ?

of course it the same c9606, same software, same supervisors, I managed to stop to reload switch only after unset config SVL via rommon...

rommon 1 > unset D_STACK_DAD
rommon 1 > unset D_STACK_DISTR_STACK_LINK1
rommon 1 > unset D_STACK_DISTR_STACK_LINK2
rommon 1 > unset D_STACK_DOMAIN_NUM
rommon 1 > unset D_STACK_MODE

rommon 1 >SWITCH_NUMBER=1

rommon 1 > boot
