        Is there a  command to globally invoke rw or  ro feature of SNMP on a 356024P switch?

You can enable snmp with:

snmp-server community RO

You can tie it down with an access-list as well if you were only interested in letting a single subnet get access to it:

access-list 62 permit 192.168.1.0 0.0.0.255

snmp-server community RO 62

The is really acting as the password, so I'd choose something that's not easy to guess...

You can replace RO with RW for read/write...
