Can someone tell me why a fastethernet interface will show a status of up down even when there is nothing plugged in ?

Ethernet interface can be up, down or administratively down - (interface is administratively down when command shut is entered)
The interface is up if the HW has been activated - this is HW test not integrity test - the interface can be up even if no cable is attached
You can check status of interface with command
show interface fastethernet
