High and Unstable Latency On LAN??

I have a LAN made up of 2911 ->3750->2960->2960->2960->2960

Pings from a computer connected to the last switch in the chain are ranging anywhere from 9-15ms with spikes up to in the 100's. Pinging internally from the switch to the router is 16/8/25, 6/15/20. 

From my understanding these should all be 1ms pings.

Spanning tree portfast is enabled on all of the ports.  I have fiber connecting all of the switches together. I have looked for level 1 problems already and did not find any.

Just wondering if anyone had any ideas?

I don't know what you're pinging and from where exactly, but if you are pinging to routers or switches, then ping times are not indicative of anything.

If you want to do a true network test, use two PCs with appropriate software.

As already noted by Paolo, ordinary pings can be inaccurate.  Their principal purpose is to determine if there's reachability.  As he also described, performance testing software is what you really need for accurate latency measurement.  BTW, many of the later Cisco devices support special SLA testing which will also provide much more accurate information about performance.

That noted, highly variable ping times, as you note, may be indicative of transient congestion.  What you might also do, for every network device port along the path, check for interface drops (which often go hand-in-hand with congestion).
