I am getting alerts on my zabbix monitoring tool for HIGH ICMP ping response time 10-20 times a day.
What could be the issue ?

If you are pinging the switch itself then those packets are not hardware switched so if the switch is busy they will be treated with low priority.
If you are not seeing performance issues for data through the switch I wouldn’t worry too much.

During working hours only the response time crosses the threshold, probably it seems threshold value is low as per ideal cisco snmp template for zabbix

When you say "HIGH ICMP ping response time" What is the amount of latency? And over How many hops?
Also, in addition to what Jon said, it may be that your monitoring system is set up with lowe thresholds and so, you may want to raise that so, you don't get alerts.
