Is there a command to check the current utilization of the backplane on a WS-C2960G-48TC-L switch?

Not sure if there is a backplane command, but you can try:

sh platform resource

I'm unaware of a specific command for that purpose, but if there isn't, the aggregate sum of all your ports egress rate should "be in the ballpark".
