There are 10 workstations continuously pinging an ISP router where the serial link's clock rate is 64000. How could I go about configuring an ACL that prioritizes traffic from only 1 workstation so that its packets aren't dropped?

How would depend on the QoS policy which would actually prioritize the traffic. The ACL, itself, would likely match the host IP of the one workstation you wish to prioritize and further match a ping request or reply packet.
BTW, don't forget, to actually effectively prioritize any traffic, you often need to consider the packets flowing in both directions.
