That error message occurs when you try to configure an IP address before you have used the "encapsulation dot1q <vlan ID>" command.
But you then say you used encapsulation so it's not clear what you are saying to be honest.
Can you clarify ?

Configuration is fine, have you brought the interfaces up ie. "sh ip int br"

Both the interface status shows " administratively down " in each router.

You need to do "no shut" under the main interface.
