I am looking to replace some older Cisco switches with the newer 9300 series switches. The local network is isolated and has no internet access. All we wish to do is simple switching and VLAN support.
Can someone explain the DNA subscription and how it would work on an isolated network (or does it need to be used at all)?

9200 comes with DNA Subscription whether you like it or not.
Unless there is a DNAC appliance involved do not worry when the 3-year DNA subscription expires -- Nothing will happen.

If this is only 1 switch, you do not need DNA subscription, Essential license will be by default should work. But cisco new world all smart License.
if this is large network, disco has on premisis license server (again this required internet connection)

@jeffhbell : By default you will have to purchase the device with the minimum license DNA essential, anyhow if you need to connect to DNA center or not.
