How to let unhothorized FR users to visit payment site

Hi,
I have configured freeradius 3.x server for an ISP company that use Cisco. For now authorization of the debit group is rejected, but i want to allow them to access payment site so they can pay their invoices and then have access to internet.

How can i restrict radius debit group users internet access to only company payment website?

solution 1 : give the rejected users an IP pool instead of rejecting them , ex:192.168.20.0/24

then write down a route-map to send their traffic to your portal

solution 2: if you use Cisco-ISG and configured ISG attributes on freeradius, you can use L4REDIRECT service
