Hi Guys,
I am using WS-C3650-24PD-S for a customer deployment and I can see 4 uplink ports on the switch . The datasheet marks them as 2 Tengig and 2 Gig or 4xGig ports. Can I use all the 4 ports as 4 gig ports ? Does this require any extra command on the switch or simply plugging in the 1 gig SFPs on the switch does it ?

The 3650 range is fixed uplink ports, i.e they are not modules.
According to the DS, the model you have specifically (...24PD-S) has 2x 10Gb uplinks.
WS-C3650-24PD-S |
Standalone with Optional Stacking 24 10/100/1000 Ethernet PoE+ and 2x10G Uplink ports, with 640WAC power supply, 1 RU, IP Base feature set |
Another Cisco document says it has 2x 1Gb or 10Gb so it will likely depend on the SFP you buy as to which speed the port runs at:
WS-C3650-24PD-S |
24 10/100/1000 PoE+ downlink ports |

Yes that switch is fine for 4x1GB see chart below , just requires sfp no extra commands

Models | Total 10/100/1000 Ethernet Ports | Default AC Power Supply | Available PoE Power |

Does anyone know if you can run 2 X 10Gb SFP+ and 2 x 1Gb SFP uplink ports simultaneously? Its not clear from the documents available if this is the case? It suggests either 2 x 10gb or 4 x 1Gb? I guess could be a limitation of the asic that can only run max of 20Gb?

You can try, it looks like is working, although it might not be recommended.
I've "tested" this (is still in production, but I have a fail-over solution) with model WS-C3650-24TD
sw>show interfaces status
Port Name Status Vlan Duplex Speed Type
...
Gi1/1/1 connected trunk a-full a-1000 10/100/1000BaseTX SFP
Gi1/1/2 connected trunk a-full a-1000 10/100/1000BaseTX SFP
Te1/1/3 connected trunk full 10G SFP-10GBase-SR
Te1/1/4 connected trunk full 10G SFP-10GBase-SR
As you could see, I'm using in ports Gi1/1/1-2 copper SFP modules (GLC-TE), so in case there will be problems with this undocumented setup, I just move the cable to a normal Gi1/0/x port. I'm not sure if this is supposed to work, or I will hit a limitation at some point - if the traffic generated by these ports will be over 20Gbps. Or if it will stop working after a software upgrade.
Too bad that documentation for 3650 is not as detailed as for C3KX-NM-10G modules used in WS-C3560X and 3750X where they wrote each kind of possible combination you can use for 1Gb and 10Gb ports. (see link https://www.cisco.com/c/en/us/td/docs/switches/lan/catalyst3750x_3560x/hardware/install/notes/net_mod_note.html)
