I have (2) 2921's each connected to its own 2960-X. The 2960-X's are Layer2 only and connected via a port channel. I cannot seem to get this to work right. Diagram is attached.

You know I never thought of it that way. You are correct though it would rule out Multicast and HSRP. I will try that when I get home to my lab.

Maybe there is something a miss with Multicast on those switches.

That did occur to me and I was going to suggest disabling IGMP snooping as a test but I wasn't sure whether the issue was no HSRP hellos getting through or a more basic connectivity problem which is why I asked you about the ping between the routers.
