Have you seen this issue before , both HSRPs are activebetween R1 AND R2
please help me to solve this issue

Hello Ibrahim,
there is no HSRP communication between the two routers they don't see each other HSRP hello messages
they both say standby router unknown, as a result both consider themselves active
check the IP connectivity between the two devices, can they ping each other on that IP subnet? They are likely isolated

You probably do not have a working L2 path between those interfaces so that the hspf multicast packets can reach each other. Thus this will put both interfaces into a active state. Those interfaces have to be able to directly talk to each other .
